Dear Sir or Madam,

The Free Aceh Movement (Gerakan Aceh Merdeka – GAM) respectfully submits this formal communication to the European Union, through the European External Action Service (EEAS), to express our serious concern regarding the actions taken by elements of the Indonesian National Armed Forces (TNI) in response to a peaceful civilian demonstration in Aceh on 25 December 2025.

The demonstration was conducted in a peaceful and non-violent manner, arising from public frustration over the delayed humanitarian response to severe flooding affecting several regions of Aceh. The protest represented legitimate humanitarian and social concerns expressed by civilians exercising their fundamental rights.

Reports indicating that security forces responded with the use of force against unarmed civilians raise significant concerns regarding compliance with international human rights standards, particularly the rights to peaceful assembly and freedom of expression.

Such actions appear inconsistent with Indonesia’s obligations under:

Article 21 of the International Covenant on Civil and Political Rights (ICCPR);

The United Nations Basic Principles on the Use of Force and Firearms by Law Enforcement Officials (1990);

And the letter and spirit of the Helsinki Memorandum of Understanding (MoU, 2005), which remains the cornerstone of peace in Aceh.

We wish to reaffirm that, despite the fact that several provisions of the Helsinki MoU remain unfulfilled by the Government of Indonesia, the Free Aceh Movement continues to uphold and remain fully committed to the peace process, dialogue, and non-violent political engagement.

In this context, we respectfully encourage the European Union and relevant international partners to:

Give due attention to the events that occurred in Aceh on 25 December 2025;

Encourage the Government of Indonesia to ensure restraint, proportionality, and accountability in the conduct of its security forces;

Promote equal and genuine commitment to peace, human rights, and civilian protection in Aceh, in line with international norms and the Helsinki Peace Agreement.

We firmly believe that sustainable peace cannot be preserved through coercion or force, but only through dialogue, accountability, and respect for civilian rights.

This communication is submitted in the interest of preserving peace, preventing escalation, and safeguarding the dignity and fundamental rights of the people of Aceh.

We thank the European Union for its continued attention and engagement.
